Charter Schools and Testing Collide

The education policy of the Bush administration is founded on two pillars: standardized testing and charter schools. However, as reported in this New York Times article (see also the audio archive at NPR or nonsubscription coverage at the Boston Globe) , the US Department of Education's own testing data show that nationwide, charter schools are, in aggregate, lagging their public counterparts.
